This is enforced by Apache, not BackupPC. So please look in your apache
config and see what type of authentication is specified for BackupPC's CGI
script. If it's basic authentication, then the passwords are set
with htpasswd.

Hi,
When I go to http://localhost/Backuppc, it asks me for a username and
password. It's been a long time since I set this up and I don't
remember which user is the admin. Is is $Conf{CgiAdminUsers}
from /etc/backuppc/config.pl?
This was set to just backuppc and so I
added my user id to the list
