Craig, i finally found that rsyncd is running with user nobody even if (for example) in /etc/xinetd.d/rsync is set with user = root. (see man page for RSYNC -- uid). To fix the problem i had to put in the rsyncd.conf uid = root. It was a permission denied thing! (Sorry for my english)
