I just built my own rsync-bpc and this version (Both report the same
output from --version: rsync_bpc version 3.1.3.0 protocol version 31)
gives some more useful output when running my simple test:
sync_bpc: BackupPC options are compulsory for running rsync_bpc
Which explains why my test fail
