I had a similar problem on my home network when I set the DHCP flag in
the conf/hosts file to 1.  Setting it to 0 seemed to fix that problem.
 Since I don't have a DNS server on my home network I'm guessing it
wasn't able to properly query the router for DHCP information, but it
was still able to communicate to the client when I manually started a
backup.  If you manually specify the host in /etc/hosts and can ping
it from the commandline, I believe setting the DHCP flag to 0 should
fix the problem.  Granted if the IP address of king-graham changes
perhaps something else is amiss. Good luck.

Sorry if you've already covered this issue, but I'm assuming this backup takes a very long time over a 1mbps ADSL connection.  From what I remember, BackupPC has a timeout on backups defined and will stop a backup if it lasts longer then that defined time.  (I believe you can modify this time interval but I'm not sure how right now).  How long is the 13gig backup going for before it fails? Is it always the same time interval?  Or does it randomly change?
If the time interval is random then the problem probably lies in the connection between locations. The connection reset  by peer issues you were getting during the rsync operation seem to indicate that there are connection issues between the machines.  I'm not too familiar with using rsync over such a slow connection with large amounts of data, but I'd assume that it is not normal to get connection reset by peer messages.  It seems to me that the problem doesn't lie in BackupPC, but I'm just a lowly user not a developer so I may not be right ;)
