Neither one -- it's a feature of selinux that files that are touched (or 
replaced) lose their context.  The labels are still there, but are 
unconfirmed.


There are a few workarounds.
1) Don't use selinux
2) Even if contexts were copied using extended attributes, they would be 
unconfirmed, so you'd have to use restorecon.  (Related:  you need to 
use xattr for backup and restore)

3) You can use backuppc's hooks to automate #2
