The 'ERR=Connection refused' message means that the storage daemon
itself isn't accepting connections. This could be due to firewall rules
or due to mismatched passwords between the storage daemon and the other
components. I don't believe it is being caused by or is related to your
NFS mount

Knowing my logic is flawed is the biggest part of the battle.

Your assumption is incorrect. Both pools must have the same media type as
defined for the tape drives if you want both pools to use both drives,
otherwise, the media type can be different, but that is usually when you have
different changers and/or storage daemons. I have multiple
I fully agree with Bryn here, 8GB would be overkill for a 300MB
database. Just make sure mysql has enough memory to keep your largest
DB in RAM, so increasing the buffer pool if necessary always seems
like a good option.
