If it matters...
As of this morning, my system here is running Bacula Community 13.0.1 with a
PostgreSQL 15 backend.
Bacula 13.01 has been running here since it's release, but the PostgreSQL
database was just upgraded today from 14 to 15.

I can't say anything for Bacula 13 but I am running Bacula 9.6
on Postgres 15 for several months without problems.
Before Postgres 15 I used Postgres 14, 13 and 11, also without
problem.

been tested with PostgreSQL 15 for the Catalog.
I would go with the one in the OS you have installed.
