Recently the question came up (during a Bacula course) about whether or not 
the Bacula scheduler (the part that creates the Job from the Schedule 
resource) starts jobs according to their Priority if they all have the same 
start time.  

The answer is yes, the schedule maintains a list of jobs that must be started 
in the near future, and that list is sorted by start time and by the 
priority.  As a consequence, the higher priority jobs (those with the 
smallest priority number) will indeed be created before jobs with a lower 
priority even if they have exactly the same start time.
