No barcodes on the tapes. Didn't know I needed to use them. Thought I
could use this unit without using barcodes.

OK. I know the permissions for the mtx-changer script is set to

My guess is this is a permissions problem. With the user bacula not
being permitted access to mtx or your changer device.
