try starting the setup file from an (elevated) command line and see if
there are any messages. Or look in the Windows event viewer... And
sometimes I've seen applications running but not showing up on the
desktop or in the task bar but accessible via ALT+TAB...

was not. I set the startup type to automatic and restarted the computer.
