It seems like the migration of BASE 1 plug-in definitions is broken. If you don't need those you can disable that part of the migration. Change the 'includePlugins' setting in the migrate.properties file to 'no'. The plug-in definitions can be migrated by hand by exporting them from BASE 1 and then importing them to BASE 2.
