This is a feature, not a bug: If CHOP is set to false, the original
indentation is preserved, and documents won’t be indented during
serialization (because this might destroy the original indentation).

I just noticed that when using a config with following settings:
# Local Options
DTD = true
CATFILE = C:\Program Files\Oxygen XML Editor
18\frameworks\dita\DITA-OT\catalog-dita.xml
CHOP = false
Then all output (e.g. in the DBA) will not be indented anymore. Bug?
Or am I missing another Opti
