Initial Texinfo Manual

I set up an initial texinfo manual and adjusted the Makefile to install it. The outline is based on what used to be in the old manual and I'll start writing the Introduction tomorrow. As I'm not yet very familiar with BBDB some help would be appreciated. Feel free to pull the commits you like from
