Apologies for the confusion -- my bad on this / user error.

By default, the box / preference is checked to have documents opened in the 
front window and showing listed in the sidebar.

I prefer to have this disabled and individual documents opened in separate 
windows -- hence the use of window cycling.  

So thanks for the clue -- I'm good at this point.  Thanks.

Have you checked System Preferences -> Keyboard -> Shortcuts -> Keyboard -> 
Move focus to next window? I have an old system, so perhaps the names are not 
exactly those.
