If you're refering to OpenGL-0.66 from CPAN. I just checked the package,
there is a guideline file for you called "INSTALL"
Looks you need to update your environment with some OpenGL headers and lib
files, you can find details in the file.

I have no problems compiling with cl.exe, but i can“t install this
