oposes a graceful way that
traffic can be forwarded with a label advertised together with CW capability,
such that egress PE can indicate CW via the label on the forwarding plane.

Then designers and maintenance have a clear idea of whether each ELAN is
misordering sensitive or not.
In case there are other services not sensitive to misordering, we can have a
new EVI and put it in other VLANs.
