[Bf-committers] Changes to list digest options

Hi, It seems that a user noticed that digests were defaulted to monthly and poked us. As a result, I went through and changed the digest mails to be daily now, and standardised the lists to a size of 1MB for the digest_size_threshhold, which should cause the list to send out a digest early at
