Do you have any idea what this snippet from the article means:

The City of Madison is reconstructing Old Sauk Road east of the town
and mid-level city officials told Zubella they weren't interested in
talking about bike lane funding unless the lanes would be dead without
outside funding.

The sentence appears to be garbled.  The permanent Town/City boundary is
Pioneer Road.  The project discussed is west of the boundary.  

Old Sauk Road east of Pioneer Road will be constructed with bike lanes,
including the section being completed this month.  Perhaps the intent of
the statement was that the MPO policy is no federal funding without bike
lanes?  That would be a true statement.

I drove the road today.  There was a biker with a fat tired bike at the
intersection of Pioneer and Old Sauk.  He looked like a resident, or at
least had not traveled far.

So when we get around to reconstructing University Ave, do we go around to 
Badger Alumni and hit them up for contributions?

more nonsense from Hillbillies out west:

Board supervisor Gary Whitney spoke out against adding bike lanes saying the 
wider road would be contrary to the town's rural character

because nothing says 'rural character' like sprawling McMansions and minivans.
