I got lot's of crashes after upgrading from 9.16.18 to 9.16.19 too.
In my case it happened on Linux instead of FreeBSD though.
After reporting an issue (#2841) at gitlab.isc.org it turned out that there is a
already known problem which ought to be adressed in the August release. The
issue is marked as confidential though.

Just guessing, but maybe this will fix the crashes you are seeing as well.

Named calls set{re}uid(2), when running with `named -u`, which DISABLES core
dumps of the process unless the kernel has been told otherwise.  This has
to be done by the ADMINISTRATOR as it is a SYSTEM WIDE configuration knob.
There is no per process knob.
