Hmmm Gingerbread (API level 10) has updated the Java API from 5 to 6. I
seriously doubt anything using the Java 7 API will run there. We had a
lot of breakage in bitcoinj because of this incompatibility.

I agree that BIP148 is high risk and I also don't find it a good strategy,
though support the basic motivation behind it.
