Hi. That is odd. You should be able to find the "settings" under where it lists your amounts of resources at the top of the page. It's not a link or a button, just a hotspot to click with a graphic, but clicking there should get you to a settings menu where you can turn sound on and off

Night commander, has already been mentioned. Accessibility for galactic colonies is still a bit iffy, though I'm really looking forwad to it getting fixed. Also though, have you tried home quest? it also has combat and equipping an army, but lots of making new settlements and building too.
