I don't see the message you're referring to, so I may be getting some of this out of context. You can use an ISO directly if you're going to install to a virtual machine. Otherwise, I think you need some install media, like a CD, DVD or USB stick. You can't install a new operating system from a .deb file. There are also network installs, but I'm not sure if you can start these from a running operating system or not. I defer to others with more knowledge and experience in this area. Why it is slint will be easier is you get a curses text interface to deal with on the installer not a gui environment already running in orca. There are places in orca with installers that don't even speak even with orca review mode on and for a user to do an orca install they need some familiarity with orca ahead of time. No such requirement exists for slint. well, there are several distr.'s that have accessibility built in and ready to go right from the start. Ubuntu, Vinux, Slax (A version of slack ware) and a few others. I use Ubuntu here and I can do the entire install without sighted assistance right from boot up. SInce you are new, there are some preset configurations that might work for you and those will be listed in the install matrix. Do you have an USB stick and can your computer / laptop boot from USB? If yes, you can download an image and copy it with dd to the usb stick, all data on the stick will get lost. Then boot from the stick and install the system with braille and / or speech support... I have a Debian 8 Jessie VPS, but I think you might be looking for an ISO image. I would be interested in getting one as well.
