Replace the meter.. The AT-1 has a three position meter switch, Grid-Off-Plate to
eliminate the noise once tuned up, I don't know about the Navigator.

Probably not (well, other than putting a better meter in!!). I also find the
meter banging around to be a real PITA but, in my mental musings, I haven't
thought of any way to tame the beast. You could use an RC network (sort of a
slow attack quick discharge) but that would take some fiddling
Switch a resistor = to meter resistance in series so meter moves 50%.
Could be done with mini relay activated when transmitting .
