Apparently crooks are using the TTD* network to order products over the phone with stolen credit card numbers. They are using the TTD network so the calls cannot be traced.
*This is for hearing impaired people. They have a text phone. They call a TTD operator who places the normal call. The operator translates the voice to text and text to voice.
