The only way to-do this is to change the code to use make the menu
keybinding configurable.

At this stage, it is unlikely upstream will do this themselves - but may
(emphasis may) accept a code patch to make it configurable. So if you
would like to-do this, then make the changes and submit a Pull Request
upstream https://github.com/budgie-desktop/budgie-desktop

The Super key binding I think is in the src/wm section of the code base.

I'll close this for now since this is an upstream issue.

  cannot find  anywhere to  disable 'super' key

Bug description:
  I disabled the key with gnome-tweak-tool but it  still working 
  I mean  when i press the 'super' button the pop up the launch Menu like the 
image attach below
