That looks like BURG not GRUB.
If it is BURG then I don't think that package exists in the Ubuntu
Repository - additionally - more importantly, I dont think it is a well
maintained project, so would not be an acceptable project to sponsor for
Debian/Ubuntu.

aye. I've seen this before. It appears to be a unity-greeter
specific issue. zero chance of getting this fixed in 16.04 since
budgie-remix is not official.
The lightdm-gtk-greeter is our preferred greeter choice that doesnt
exhibit this issue.

The window tearing could be a vsync issue - use raven and "disable
unredirect" - reboot and see if that fixes the tearing. Other than
that - its probably due to the software rendering of the elderly
graphics chip.
The card you have selected is an AMD model - its an older model around
2010
huge swap space partitions are an oldish idea now. most distros now dont
use a separate swap partition. until recently ubuntu was one of the few
that still insisted on a swap partition. for zesty they are moving to a
swap file. max 2gb is size.
Personally I only create a home partition and
