How to ‘make dist’?

Hello, What’s the usual way to build a Binutils tarball? The top-level ‘dist’ target hints at etc/ but I don’t see anything appropriate there. (I’m asking because I’m currently looking at continuously building Binutils at .) Thanks, Ludo’. _
