I have narrowed it down to being a compiler bug. The problem shows with
binutils built with gcc-8. Building the same version with gcc-7 makes the
problem go away and strip works correctly

binutils currently fails to build from source when compiling on SH4 (Hitachi
SuperH).
gcc-4.9 seems to generate invalid assembly code which trips the assembler:
