It wouldn't be correct to warn in the generic parts of the linker, and difficult
to correct the printed map value. The right place for a warning is somewhere in
the ELF backend, perhaps assign_file_positions_excep

Current behavior as far as placing seems adequate to me--or at least not worth
changing. But the original way I noticed this was that the LMA as printed in the
mapfile disagrees with the LMA that finally ends
I used the precompiled binutils 2.20 from the mingw32 site, and was said I
should post the bug report here.
