The logs say:

am_cv_func_iconv_works=${am_cv_func_iconv_works=yes}
But they also say
checking whether iconv supports conversion between UTF-8 and
UTF-{16,32}{BE,LE}... no
so the iconv() being used must be the system iconv(), not GNU libiconv.
