Is this in any way related to a.m.o. requiring add-ons to be signed? I
recently tried with version 21 of Debian Iceweasel, and installing
add-ons worked there.

That's strange, it installs for me.

Hmm, things to try:

1) If you've had uBlockOrigin installed previously, try deleting ~/.mozilla/
icecat/your profile/extension-data/ublock0.sqlite
2) Try installing uBlockOrigin from https://github.com/gorhill/uBlock/releases 
instead.
3) Disable all other addons.
4) Try using a fresh icecat profile.
