Just to make sure I am not misunderstanding things here, I'd like to say
up front that I am assuming you meant DownThemAll!
(https://addons.mozilla.org/en-GB/firefox/addon/downthemall/) by
"Download Them All".

Generally, IceCat can use any add-on that can be used by the according
Firefox ESR version. This is for the 5 most recent versions:

    GNU IceCat 52.3.0 = Mozilla Firefox ESR 52.3.0
    GNU IceCat 52.1.0 = Mozilla Firefox ESR 52.1.0
    GNU IceCat 52.0.2 = Mozilla Firefox ESR 52.0.2
    GNU IceCat 45.7.0 = Mozilla Firefox ESR 45.7.0
    GNU IceCat 45.5.1 = Mozilla Firefox ESR 45.5.1

Thus, depending on the IceCat version you are using, DownThemAll! 3.0.7
may or may not be compatible with it, just like Firefox would be.
However, judging by the version list of DownThemAll!
(https://addons.mozilla.org/en-GB/firefox/addon/downthemall/versions/)
and assuming that you have a somewhat recent release of IceCat (45 or
higher), I'd say you can install the add-on without much further ado.

HINT: Just in case you don't know the version you have installed, you
can check it via Help → About IceCat.
