Alex, If you click on an anchor in IceCat 38.8, then the URL in the address bar does change; so, if you activate the address bar (w/ blinking cursor) and presss the return key on the keyboard, the browser will make the jump. Thereafter, jumping to anchors from links should works on that page. It
