As far as I know, this behaviour is also present in Firefox ESR, so I'm
quite positive that this isn't something that should be (or needs to
be) addressed on this mailing list.

Hello! I hide bookmarks toolbar to have more screen size for sites overview.
When I add new bookmark into 'Bookmark toolbar' then Bookmarks Toolbar Menu
appears in my browser without need, without my will.
I think it is a bug, cause it is not user defined option and behavior.
