I had the similar issue. It seams the manual install of the
`texlive-bin` package helped with that.

Well, it looks like all of texlive broke for me. In a profile with texlive,
I now get this:
$ pdflatex xyz.tex
This is pdfTeX, Version 3.141592653-2.6-1.40.25 (TeX Live 2023/GNU Guix)
(preloaded format=pdflatex)
