Debugging it some further, it's trying to format an iso9660 partition inside
the VM.
There's an (error ...) inside the VM and the later Guix parts say "successfully
built". WTF?!

could you check gnu/bootloader/grub.scm install-grub (and maybe
install-grub-efi) ?
They are build-side code so you can just use (write "foo\n") to add debugging
messages.
Interesting would be DEVICE, MOUNT-POINT.
