No, allowBeamBreak does exactly what it says, namely allows line breaks
in the middle of a beam. Example:

For the moment, LilyPond does not have any specific support for
dal segno and coda, which is what you ask for. I hope you know how to
change the alignment, several examples can
be found in the mailing list archives, for example.

That's a severe bug. However, I assume that what you really wanted
was
\set tupletSpannerDuration = #(ly:make-moment 1 4)
\times 2/3 {c'8 c' c'}
or
\set tupletSpannerDuration = #(ly:make-moment 2 4)
\times 2/3 {c' c' c'}
Both of these work correctly.
