To be honest I'm not sure I know enough about Make to answer in detail, but
generally people want to know targets for which they might actually type `make
thetarget`, so:

I have asked below, and I'm still waiting for an answer. Until there's some
agreement on the answer, I don't see how we can move forward no matter how
many "hacky solutions" exist in the wild.
