I would then do something like apachectl graceful or restart and apache would choke. I think that httpd -t and -T should check if the directory of the target log exist , if not error out and say something useful. I know in the error_log it says: [error] (2)No such file or directory: could not open transfer log file <logfile> if the transfer log doesn't exist, but it dies with the following when the error log doesn't exist: fopen: No such file or directory httpd: could not open error log file <error log>. I can't imagine that I'm the first person that this has happened to.
