Actually, if you check the documentation for HeaderName, you will see that
the change in behavior is documented.  Including of the plain HEADER is
probably not working because you have a DefaultType that is not text/*.
You can probably fix your problem by using
HeaderName HEADER.txt
and renaming your file HEADER.txt.
