#3288: Remove doc from RSB on 4.10 branch

Back porting fixes from `master` means the top level `doc` directory may
not be up to date. I do not wish to maintain that documentation. A recent
back port has updated `report.py` and this means a switch to the better
markdown format and tool removing asciidoc.
The issue with removing the RSB `doc` directory is no RSB manual on the
4.10 release. I do not see this is a problem as we can direct users to the
latest manual and it should apply.
