You could ask ARRL if they have any experience with the lights. They have tested laptop power supplies, breakers, doorbells, and other devices for RFI. perhaps suggest the neighbor take them back to the seller for a refund or exchange. A big box store got busted several ago for selling

You can use your 7300. Refer to manual, wire key plug as needed for straight key or paddle and select that key in settings. Choose break-in (not full break-in) set code speed to whatever (10wpm?) and mode to CW. Now set radio to any frequency outside a ham band and it will key with sidetone

I would agree that as hams we try to help out neighbors who are causing interference to licensed stations, but in the end it is the responsibility of the neighbor using a Part 15 device that is causing the interference to find a remedy. I know it can be touchy when we want to maintain good
