Scott Cantor resolved XERCESC-2130.

Resolution: Fixed
Applied suggested patch in r1824086.
As I said earlier, this isn't significant enough to require a CLA, I was only
concerned about risk.
In reviewing the original change, I see that changing this method in this
manner is, at worst, simply going to allow text to be written more readily and
can't break any existing behavior, so that's low-risk enough for me.
