...actually they were; we're transitioning to move the binary hosting to
http://downloads.haskell.org
and I failed to setup the HT

Just wanted to drop a note to _highly recommend_ that at least the
windows cabal-install binaries in the next release be built with ghc
8.6.2 since I think that changes in the core libs
