It appears to be a variation of Steve Schnur's Twenty-Fourth of June. My notes begin with DsD N and omit the partner balance (which is reduced to 8 counts). Give & Take lists several variants (p. 148), all of which have a Cir L 1 1/4 after the swing. Larry does use "rotate" but I'm with Jack

I don't have the name, but I do have one thought on it. I would avoid using the word "rotate" to describe the cross/loop move -- it could be misinterpreted by the dancers. I've generally heard this called "circulate" -- a word that isn't used any other way in contra dancing, and doesn't
