Can't give you much advice on releases ;)
but +1 for stable releases, so we can avoid the odd regression we've
seen in the past.
KReport / KProperty is used in Plan so would be nice to have any planned
API/ABI changes in before release.

would there be any merit in moving those libs out of calligra into e.g.
extragear/libs to make them available to external interested parties
(krita atm).
This will possibly make it easier to keep up to date on odf spec
changes.

This is not correct
I refer to https://www.w3.org/TR/xsl11/#line-height
which states that percentage is releative to fontheight - if not
percentage is give a default of 120 percent is used

Imho, a good idea. Does not seem krita gets anything directly, maybe
