I have the same problem, after upgrade from 13.04 to 13.10. When Skype
receives a call, the white noise starts; Only solution I found was to
restart Skype

Problem stopped with upgrade to Saucy [13.10], and is now irreproducible
on my computer.
Unless anyone else is having this problem, I propose it be deprecated or
closed.

Workaround:
- open Pulseaudio Volume Control [pavucontrol]
- Tab: Configuration
- Under Built In Audio, switch Profile to Off and then back to Analogue
