I could download care2x-tz. After installation in htdocs folder,
1. installation screen is not coming and is not starting
2.the login page is not coming. (localhostcare2x-tz)

Tim is right, you have to create the DB manually and address it in the
connecting file. The installer has been left out for a while due to a
couple of reasons; labor an financial capacity being the major ones. If
someone can fix that and share the solution, it would be great.
