If you're having issues with the parallel cable in Linux, the USB JTAG
cable DLC9G "Platform Cable USB" works fine in Linux.
Impact should not return success unless the transfer really was
successful. Apparently there's a CRC that is performed to confirm this.

cascading ibobs in a jtag chain can be problematic.
you might want to probe the data and clock lines
with a high bandwidth scope
(use low capacitance probe and a short ground clip)
to see if there is ringing on the jtag lines.
