Hi,
Does Windsor 3.4 sit on top of Core 4.0?
If so, does sitting on this new Core fix some of the more critical Windsor
bugs highly cited over the last number of years?
If not, is active Windsor development dead? e.g. Windsor for .NET Core.

No, Windsor 3.4 uses Castle Core 3.3, see the release notes quoted in the
linked blog post (last bullet point, one of the biggest reasons for the
release before Castle Core 4.0 final).
